To be honest i have seen worse, a lot worse. He a tad lazy up and down but not nearly as bad as chaseonteowheels on youtube. He will regularly be riding round canyon roads at 70-90 in second gear and his r6 is screaming out for a little mechanical sympathy. But he will learn when he is leant over in a corner and finds he is in a too responsive gear, he snt listen to any comments about it because he knows best.

For someone on a cbt he is reasonably safe

Don't see the big problem TBH. Looks like anyone else fresh off a CBT - good enough to be on the road, not good enough to not get killed...

You know, when you get a license (car, bike and I'm talking full), it's not the examiner saying you are a good driver/rider - they are simply saying you are at a level acceptable to be learning by yourself. A CBT isn't even a license so don't expect too much :D
