Check the steering bearings.

Put the bike of a stand with the front wheel raised off the ground. Put the bars to central. A light tap on each end should be enough to turn the steering most of the way to full lock. Make sure it goes from lock to lock smoothly. If they don't move easily then the bearings are probably too tight. If it's notchy the bearings are worn and need replaced. Also grab the lower part of the forks and give it a push back and forth. If it knocks that's an indication that the bearings are too loose.

Also check routing of cables, etc. as this can affect steering if they're routed incorrectly.
